Which of the following most accurately describes the problem?

THE Public Transport Association has lodged a petition in Parliament against Liverpool Corporation's £.34m. inner motorway Bill.

Four PTA members operate regular services within and into Liverpool, and on their behalf objections have been lodged to the Corporation's proposals to stop up and otherwise regulate roads and footpaths to assist the work.

The objectors are particularly concerned because the Bill gives no indication of how road users will know about local and temporary restrictions, which could result in fines being imposed upon them.
