Which of the following most accurately describes the problem?

A LONDON SKIP HIRE operator has been ordered to pay fines and costs of f 1.305 for failing to use tachograph record sheets, using the vehicle in a dangerous condition and having no ministry plate displayed on his vehicle.

Darren Rowe, trading as DK Rowe Skip Hire, of Mottingham Station. Court Road, London, pleaded guilty to the offences before the Maglebone Magistrates. He was fined a total of £1,000 and £305 costs. The driver. Leigh Hogg, was fined £200 and f45 costs.

Anthony Ostrin, prosecuting for Vehicle and Operator Services Agency (VOSA), said a Volvo two-axled rigid skip lorry with a gross weight of 17 tonnes was the subject of a roadside check.The driver was asked to produce a record sheet for the current journey but was unable to do so. An inspection of the vehicle revealed that there was no ministry plate on display. Further inspection of the vehicle revealed a defective nearside rear suspension spring, the retaining pin which secured the rear part of the spring to the chassis being missing.

Vehicle examiner Raymond Smith told the Magistrates that the absence of the pin could cause the rear of the spring to become detached, leading tc the driver losing control. He imposed an immediate prohibition.
