Which of the following most accurately describes the problem?

THE Minister of Transport this week promised to consider any specific suggestions about altering the regulations governing public service vehicles so as to allow private individuals to run nonscheduled services in country areas where there were no buses.

The matter was put to him in the Commons by Mr. Aidan Crawley (Tory, West Derbyshire) and Mr. Fraser asked the M.P. to let him have his ideas. The Minister pointed out that there was, however, scope for services of this kind within the present licensing system, provided they did not compete harmfully with services that already served the rural areas.
