Apart from the special case of public service vehicles the Minister has considered the various exemptions and variations allowed under the present law. The chief of these are the relaxation of Section 73 of the Road Traffic Act 1960 for goods vehicles engaged in agriculture and forestry, the exemption-O. . fire brigades' vehicles and ambulances, arid the variation order relating to Aand B-licensed goods vehicles in England and Wales.

But where exemptions or variations are allowed the Minister considers that public safety should in no way be prejudiced and should be granted on a basis which is both logical and consistent. It is, therefore, proposed to revise the arrangements for granting such exemptions and variations.
