Which of the following most accurately describes the problem?

From Applied Chemicals Ltd. comes Kleen-Flame--a product claimed to break down sludge and thus enable emulsified water in fuel oil to be separated before burning. It modifies the ash in fireboxes so that it does not fuse to glass-like slags and minimizes the depositing of sulphuric acid on stacks, thus helping to overcome corrosion problems. Three pints of Kleen-Flame are sufficient to treat 1.000gal of fuel oil.
