Which of the following most accurately describes the problem?

The day after Mr. Richard Marsh had announced his plans for road developments in England in a Green Paper (CM last week) the German Minister of Transport, Herr Georg Leber, revealed plans to build 3,500 miles of new Autobahnen and to add another 2,400 miles of trunk roads.

This plan, bringing West Germany's motorway network to more than 6,000 miles, is scheduled for completion by about 1985 at a cost of 19,250m. Britain's new tentative programme would cost about 12,250m and would provide around 2,000 miles of new motorways and trunk roads.
