comers—who will need to take the exami nation. These newcomers might total 15,000 to 25,000 annually—which would, inciden tally, throw some strain on the institutes' existing facilities.

It is likely that the IRTE would be placed in a somewhat awkward situation, since its interests are largely engineering, but to maintain its position it would have to adopt at least the basic legal material in any syllabus—perhaps with the help of the other institutes on a quid pro quo basis.

Little formal progress can be expected on joint education until the Minister has studied the proposals of the TML committee and decided what form his regulations shall take. He may or may not decide to make widespread exemptions from the TML scheme—and it cannot yet be known whether he approves the TML committee's submission that there should be only minimum statutory requirements, with voluntary qualification for higher grades. I understand that even within the Ministry there is no firm opinion on this yet.

But whatever is finally decided. the TML can be thanked for providing the means by which the professional bodies can draw closer together on at least one important topic—education, and may in the not-toodistant future work as one in this important field.
