Which of the following most accurately describes the problem?

FOR some time the District Councils Association of Scotland have been concerned by the alleged shortcomings of transport in rural areas. At a meeting in Edinburgh a pilot survey of the problems involved was proposed, embracing the Inveraray to Oban area.

Should this Prove fruitful, the survey would be extended to cover the areas of the district councils of Ayr and Laggan (Inverness-shire), Among suggestions to improve services, one advocated the use of smaller vehicles of station-wagon type, and another the granting of mailcarrying contracts by the Post Office.
