In Commercial Motor of function and responsibility of August 13, I note a reference on page 14 to the proposed Transport Managers' Licencing examining body liaison committee. May I repeat the relevant paragraph on this point from the submission made by this Institute as it may be of interest to you. The paragraph reads: "As the mandatory test will be very simple and objective we agree that the Royal Society of Arts should be nominated to manage the scheme. However, we strongly _ recommend that this key subject of transport management development will prove more effective under the control of a management committee comprising representatives from employers, professional bodies and Industrial Training Boards. We envisage representation from RHA, FTA, CIT, IRTE, loTA, RTITB together with DoE and RSA. This management committee would assume the the proposed liaison committee and would absorb the work already being done by the Education Co-Ordinating Committee for Road Freight and Industrial Transport Management. As the senior professional body in this field this Institute would be pleased to provide an impartial chairman for the management committee."

A strong recommendation was'also reiterated that possession of either of the two professional membership grades of the Institute — Licentiate and Member (MCIT) — should be more than sufficient evidence of repute and professional competence to satisfy the requirements for grant of a licence at any time without further exaerlination.
