Which of the following most accurately describes the problem?

OPERATORS of p.s. vehicles have 1.-/been sera notes framed with a view to assisting them in lodging their applications for fuel for private cars used for servicing and management, and of securing uniformity in the treatment of these. Thescheme does not apply to the undertakings of municipal authorities.

Applications for fuel rations must be made on Form R(MS)1, and marked " P.S.V. Service." Each should be accompanied by a statement showing:—(a) The number of separate depots, with addresses, from which vehicles are operated; (b) number of p.s. vehicles, trams or trolleybuses in service at each; (c) whether goods vehicles are operated in, addition, if so. the number in actual use; (d) how many route miles the services cover; (e) how many cars are used at present for servicing and management.

Applications should be addressed to the Passenger Section of the R.T.C's office. The R.T.C. will, after certifying the particulars given at (a) and (b) above, pass them to the Regional Petroleum Officer for his consideration and attention.

Allowances will normally be granted only on the basis of cars giving 20 m.p.g. or more.

Trams and trolleybuses are counted as p.s. vehicles.

Account will be taken of the area covered by the services, in conjunction with the number of separate depots.

Where less than three p.s. vehicles (or p.s. and goods vehicles combined) are operated, a car should rarely be necessary. One car should cover a fleet containing three to 15 P.S. vehicles. Special consideration will be given to operators having more than 65 p.s. Vehicles in service. Where a p.s.v. operator also uses goods _ vehicles, the Regional Petroleum Officer may assess the allowance for cars upon the combined numbers.
