Which of the following most accurately describes the problem?

• Tough new regulations governing the packaging of explosives for carriage will come into force on 1 March.

The rules, drawn up by the Health & Safety Commission, state that commercial and military packages of explosives cannot be transported unless they have been tested, certified, and marked as required.

Packages up to 400kg will have to meet United Nations requirements on the transport of dangerous goods. Heavier packages will be covered by new standards.

Special provisions will be made for explosives that are defined as safe enough to transport unpackaged.

Imports of packaged explosives will be allowed, providing they have been certified by the proper authority.

The aim of the rules, says the HSC, is to make international work easier.
