THE LATEST EFFORT by disqualiied “lagging out” operator John Pettigrew to remain in the industry saw trafic commissioner (TC) for Scotland Joan Aitken reject an O-licence application from Coatbridge-based Gall Transport last week.

VOSA trafic examiners discovered that Gall Transport, run by sole director Donald Gallagher, was being set up as yet another front venture for Pettigrew and Gallagher’s father, Donald senior. Sole trader Pettigrew, trading as John Pettigrew Haulage, had his O-licence revoked and was disqualiied for four years in August 2009 after VOSA discovered 88,375km of missing mileage from his irm’s tachographs.

Pettigrew began the controversial practice of lagging out when he irst used a community authorisation in the name of Dutch business Euresco BV to work on Norfolkline contracts between July 2006 and January 2008. In Pettigrew’s case, the TCs have come down hard on any attempts to “lag out” an O-licence, describing the registration of UK trucks overseas as a “sham” . The Gall Transport inquiry heard that Pettigrew and Gallagher senior had used the O-licence of Kilsyth-based haulage boss John McCrory so Pettigrew could continue carrying out contract work for Norfolkline.
