Which of the following most accurately describes the problem?

A NEW contract-cleaning company for road freight vehicles has been set up in Greenwich, south-east London.

The company, called Blackwell Lane (Greenwich) Services of Dreadnought Street, London SE10, has a gantry system for cleaning the interior of road tankers. Pyroclense 1170 chemical cleaner is used, it being particularly effective for removing edible oils and light fuel oils. THE FREIGHT Transport Association will be urging the Government to provide more tachograph centres as soon as possible.

Jack Welsh, Scottish regional controller, said in Glasgow last week that unless the number of Government approved tachograph centres in Scotland is doubled in the next three months, and doubled again in the following six months, there is no hope of all lorries being fitted with tachographs in the two years phasing-in period.
