Which of the following most accurately describes the problem?

THE FREIGHT and passenger bus "courier service" planned by Borders Regional Council has run into problems which will delay its introduction until April 1. The council agreed earlier this year to set up an experimental service which will be operated by Scottish Omnibuses.

Four buses will deliver stores to hospitals and clinics and at the same time provide a passenger service in areas which are not at present on a bus route.

In a report of the council's policy and resources committee, director of planning and development, David Douglas, said a number of problems had arisen and it was felt advisable to delay starting the service Until next year. The cost is estimated at £61,812 and the buses will operate from Peebles, Hawick, Galashiels and Kelso.
