If the Government's proposed Enterprise Zones are created in city centres, councils may have to think again about bans on hgv in towns. As firms that set up in business in those zones will pay no rates, those outside who have to foot the bill for costly road improvements to benefit their more fortunate neighbours may be less than enthusiastic about this form of free enterprise.
According to Malcolm Banks, president of the Freight Transport Association, 400 lorry bans imposed to improve amenities will cost the public £75m this year. The York extravaganza, calculated to make even a Hollywood film mogul wince, would alone cost up to £4 million a year. This kind of waste is clearly in conflict with Government policy and must cease.
