Which of the following most accurately describes the problem?

ONLY four municipal authorities N..../have approved, the proposal to

establish joint municipal transport board for south-east Lancashire and east Cheshire. Rochdale Transport Committee has now recommended the town council to approve the scheme, and only Ashton-under-Lyne Corporation remains to express its opinion. The other authorities in favour of the plan are Manchester, Oldham and Salford.

Councillor J. H. lifleachin, chairman of Manchester Transport Committee, states that the project is by no means dead, and that a further conference of the interested authorities will be held, at which it may be decided whether to proceed with the proposal. The financial aspect of the matter requires further discussion, but the technical side of the working of the proposed board has generally been agreed.
