Which of the following most accurately describes the problem?

• A London-based parcels carrier is this week taking the brunt of a sudden Royal Mail offensive against private carriers as the Post Office subsidiary takes court action to defend its letters monopoly.

International and domestic courier company Deltec International is left reeling from the legal action and has halted its domestic mail delivery in Scotland.

It is considering its position following the submission by the Post Office of a petition for interdict in the Scottish Court of Session—the equivalent of an injunction in the High Court of England and Wales.

In a statement last week the Post Office alleged Defter had broken the /1 monopoly charge which excludes all but the Royal Mail from collecting and delivering a letter for

less than a pound. It accused Deltec of running "unlawful letter delivery services in the centre of Edinburgh" and of creaming off Scotland's most profitable services.

Deltec of west London accuses the Royal Mail of bringing a test case against it when there are "four or five major people in the industry doing the same thing".
