Which of the following most accurately describes the problem?

THE GREATER London Council will announce in April its plans to extend its scheme for co-operative sites for small hauliers.

The plans follow the success of the council's first site at Purley Way, Croydon, where 70 per cent of the space available has now been allocated to companies.

But arrangements for other sites have fallen through due to the sale of land and other. developments.

A GLC spokesman told CM: "This is much better than we expected, and we hope to be announcing further progress in April."

The council thinks that providing sites is one way of lessening the effects of heavy vehicles on the environment and the Croydon site will improve the looks of a derelict former gas works.

Now the Council has asked in its written evidence to the Foster Committee into the Workings of Operators' Licensing that the definition of an operating centre be clarified.

The Council says that different LAs nationwide have put different interpretations on the regulations with varying effects on local environments.
