Which of the following most accurately describes the problem?

HAYES Roadways of Brierly Hill has helped Welford Truck Bodies of Stoke on Trent to produce a light 10.5m (34.5ft) trailer to carry steel coils. The purpose was not to increase payload capacity but to make the vehicle operate more efficiently by reducing the gvw.

The trailer has an all-welded aluminium mainframe made from extruded T-sections formed into I-beams with Welford's deep centre section. Positioned on the main member is a 7m (23ft) aluminium trough with welded channel stiffeners to form the coil well. Short aluminium outriggers are attached to the trough to support the hardwood boards of the outer deck and angled . . steel side roves.

Rubery Owen Rockwell running gear is used and a spare wheel carrier is built into the underrun rear bumper. The weight of the trailer is 3.96 tonnes (3.9 tons).
