Which of the following most accurately describes the problem?

THREE special step-frame bulk semi-trailers are being built by Neville Charrold of Mansfield for the Rank Hovis McDougall group. The vehicles will be used to carry breadcrumbs used to coat Birds Eye fish fingers. The design had to meet tight dimensional restraints imposed at the delivery point. An overall length only 6.25m (20.5ft) long and height of 3.2m (10.5ft) provides a loadspace 23.8cum (840cuft). The body behind the 0.76m (2.5ft) step frame forms a hopper from which the product is fed to a mains-powered scraper conveyor to be discharged at a low level hatch at the rear. Three top loading hatches are provided in the double-skinned aluminium body which is sheeted for extra weather protection. The vehicles will be used on short shuttle runs between RHM's bakery at Hull and the Birds Eye processing plant at Grimsby.
