Which of the following most accurately describes the problem?

• Freight Transport Association members renewing their membership after September l face large increases in fees. There are also to be new basic rates and fleet rates.

The basic fee for "light vehicle only operation" is to increase by 66 per cent from £3 to £5. Other basic fees go up by 20 per cent from £5 to £6.

The existing four-tier vehicle fee, which is based on the unladen weight. is being replaced by a two-tier gross vehicle weight system. Vehicles not exceeding 3.5 tons gvw will be charged at 10s. Those exceeding this weight will be charged at £1. The present rates are scaled from 8s. 6d. for one ton ulw up to 21s. fbr a vehicle over 3 tons unladen weight.

Branch registration is to be increased by 66 per cent to £5 and associate members' fees will increase by between 20 and 25 per cent. For the first time new members will be charged a £5 entrance fee.

The new fleet rates cater for eight fleet sizes. They are as follows: 100 to 149 vehicles, £55; 150 to 199, £65; 200 to 249, £75: 250 to 299, £85; 300 to 349, £95; 350 to 399, £105; 400 to 449, £115; 450 to 499, £125.

Increases are being made to meet greater expenditure created by two factors, says the FTA—rising costs and an expansion of the Association's services, including a recently appointed training adviser.

The Association also intimates that it is about to introduce its new service on transport costs and rates. It is also anticipated that the additional revenue accruing from the increased fees will enable FTA to embark on further services which it considers are urgently required.
