Which of the following most accurately describes the problem?

An MoT spokesman told CM last week that they were now talking in decimals pending D-day—a period of familiarization. Jolly good idea, you say?—well, maybe. For example, did you realize that fuel tax was not increased by 5d last November, but by 4.7 pence? Nearly 5 pence, maybe, but if it were decimalized 4.7 pence is worth almost one shilling.

We've been decimalizing rather subtly for some time in our Tables of Operating Costs. The amounts are rounded off to the nearest 3d or 25 per cent, but 3 new pence equal 40 per cent of a shilling. It's all so confusing.
