Which of the following most accurately describes the problem?

• To reduce danger on the roads in bad weather and avoid expensive delays to vehicles, the Road Haulage Association has urged the Ministry of Transport to issue immediate instructions to local authorities to make full use of the additional equipment provided by the Ministry to keep the roads clear of snow and ice.

If this is not possible the RHA seeks an urgent meeting with the Ministry to discuss complaints from hauliers all over the country that the reduction in funds available to local authorities has led to cuts in road maintenance. This policy is being applied to the use of snow ploughs and other equipment. which are already available, so that the main, or only, cost involved would be the wages of the drivers.

The RHA has pointed out that the small amount of money saved in this way cannot be compared with the cost to the public and to trade and industry of the accidents and delays caused by failure to deal promptly with ice and snow on the roads.
