AN unusual situation arose at a public inquiry in Birmingham recently, when the West Midland Licensing Authority, Mr. John Else, prompted an advocate representing Overland Contracts Ltd. to apply for a discretionary locus to object to an application by Cooper's Road Services Ltd. to add two new vehicles to their A-licence fleet.
Mr. Else promptly rejected Overland's application but explained that he wanted to get the matter on record a2
because the firm had originally applied by letter for a locus and then changed their minds because they did not think it would be granted.
Overland had objected to the application because battery trucks were included in the normal user, but the situation was resolved when Cooper's agreed that these goods were less than one per cent of their total traffic, and were deleted by the L.A. Oil in drums was also struck off, and the application was then granted.
