Which of the following most accurately describes the problem?

NRAGED by a wave of hooliganism, Birkenhead bus crews closed down 90 minutes early on the night following Boxing Day and continued their ban over the week-end, after an attack on a bus driver and conductor who were set upon by six youths whei boarded and used bottles to inflict injury. Mr. Tom Edwards, chairman of the Birkenhead passenger and transport section of the Transport and General Workers' Union, said "We don't want to inconvenience the public, but the crews feel that they must bring home to them just how bad hooliganism is getting on late buses."

This is the first serious move made by anyone since a special story appeared (in The Commercial Motor, November 29, 1961) concerning such attacks.
