Which of the following most accurately describes the problem?

• Licensing Authorities are to have their powers restricted with regard to drivers involved in disciplinary cases, starting in April. The changes are likely to mean fewer drivers will attend hearings in the future.

Responding to a question raised by Conservative MP Bob Dunn in the Commons last week on what changes the transport secretary is proposing for disciplining drivers, transport minister Robert Key said he would issue the following guidelines:

• A first time disqualification of 12 months should be dealt with by a warning letter, so drivers won't have to wait three months before he gets his driving licence back; • drivers will only be required to attend a hearing after his second disqualification, instead of after his first; • drivers will be allowed to get nine penalty points before the LA will issue a warning, instead of eight.
