Which of the following most accurately describes the problem?

OUT . . . the old National Council with its 100 area representatives, 22 functional group representatives and four representatives of contract members (the Transport Holding Company's haulage subsidiaries). IN . . . a National Executive Council consisting of 34 area representatives, one representative from each of 11 functional groups and "approximately" 10 representatives of holding companies.

These changes, designed to streamline the structure of the national committees of the Road Haulage Association, were approved last week by the Council itself.

As at present the number of representatives from each area will depend on the subscription income of the area. A holding company with two or more subsidiary companies in membership of the Association and paying a total subscription exceeding £1,000 will be entitled to one representative and can nominate a second representative where the total subscription exceeds 0,000.

Provision is made for the appointment of deputies. Where an area has only one representative, the deputy will be entitled to attend all meetings but will not have a vote.

The National Executive Council will be elected once every two years and will meet every other month.

It will decide consequential changes and also determine the scope and membership of specialist committees—including a proposed executive board comprising the Association chairman, two vice-chairmen and four other Council members.

Assuming, of course, that the proposed change is ratified by the annual general meeting in May, the old Council will have its last meeting on May 9—and the new executive will take over on May 10.
