Which of the following most accurately describes the problem?

criticized by Mr. Robert Taylor, general secretary of the Scottish Horse and Motormen's Association, in an address which he gave at a co-operative conference in Motherwell, last week. Mr. Taylor declared that from the ' day the railway companies' capital was introduced into road transport the extension of these services to the community steadily decreased.
