PIA PROPOSED county by-law which would make it an offence to bring a vehicle with muddy wheels on to the road is being opposed by the West Riding branch of the Naticffial Farmers' Union. It is considered that the rule could not equitably be applied and that there is already provision in the Highways Act for dealing with such offences.
