Which of the following most accurately describes the problem?

IS possible that the greatest delay to I the greatest number of people is taking place in our towns and not in the open country?" This question was asked by Mr. H. F. Alston, Hull town planning officer, when he addressed Hull Geographical Association last week.

"Pressure being applied for roadimprovement schemes to recommence appears to be directed almost entirely to the trunk roads carrying long-distance traffic. Should we not first examine where inadequate road facilities are doing their greatest harm?" he asked.
