Which of the following most accurately describes the problem?

it was stated that the driver of an artic tractor unit over 3 tons unladen needed a Class 1 licence if the tractor was not drawing a trailer. Is it not the case that he needs an hp Licence of a class which, as in the case of a rigid, depends on the number of wheels in contact with the road?

A Yes' you are quite correct. If the tractor unit is not drawing a trailer then a Class 2 licence would be appropriate if the unit has more than four wheels in contact with the road surface, and a Class 3 if it has not more than four wheels.
