Which of the following most accurately describes the problem?

Further to your article on trailer registration (CM13-20 March): every commercial trailer which is subject to HGV testing must have its chassis number embossed into the chassis of the trailer.

Every operator should have details of the trailer make, type etc, so why have a further central register, recording details of thousands of trailers when the majority would never be involved in any incident?

If a trailer is stolen now, with the identification already welded onto the chassis, it is a major task to remove colour, livery and chassis numbers—it is simple to change a number plate. So where is the advantage of central registration?
