be penalized by the Metropolitan Licensing Authority for "gross irregularity" concerning the operation of his vehicles under A and B licences. He is Mr. Bernard R. Saunders of Hersham, Surrey.

At a resumed hearing in London last week the Authority, Mr, D. I. R. Muir, said: "There has been gross irregularity with both these licences. Some penalty will have to be imposed." Mr. Muir said he would need time to consider the penalty and would write to Mr. Ralph Cropper, the haulier's advocate, after Easter.

On March 11 Mr. Muir opened a hearing to review Mr. Saunders' activities as a contractor. He found that Saunders had improperly used temporary substitute certificates, describing him as "an expert" in this, and that he had used vehicles on work for which they were not licensed.

The hearing was adjourned so that Mr. Saunders could produce customer evidence to support his original application for the renewal of his A licence. and to show why the B licence should not be revoked.

Three witnesses spoke of Mr. Saunders' "first class" service and, with a fourth, indicated that they wanted to use his services in the future.

Mr. Cropper told Mr. Muir: "You called Mr. Saunders here to review his activities as a carrier. I think your letter and the fact that he has had to come here twice and had to go through an ordeal is itself a salutary process. You can assume for yourself from what he has said what his behaviour is going to be in the future.

"He had a lot of difficulty arising from having to find and finance new premises and to put his fleet in order. Now we have his assurance that these difficulties are over and his vehicles are in good order."

Only proper use would be made in future of the temporary substitute certificates, continued Mr. Cropper. Good evidence of the need for both the A and B licences had been given, he said.

"1 leave it to you to say if there is any need for further punishment", went on Mr. Cropper. "But I think Mr. Saunders has had a good warning and has seen the red light. I hope you will grant the renewal of the A licence and take no action on the B licence."

Hamblins Contract A Switch Refused AN application by Hamblins Suppliers Ltd., of Leicester, to convert 10 Contract A licensed vehicles working for English China Clays to open A licence has been refused by the East Midland deputy Licensing Authority, Mr. A. R. M. Ellis.

The hearing, at the beginning of March, was reported in The Commercial Motor of March 13.
