The final session took the form of a debate an transport managers' licensing. It was felt that a single exam would have to be very basic and would mean nothing in status, certainly for large fleet operators. The FTA council had discussed this recently, said chairman, Mr J. H. Whitcombe, and they wanted any scheme to make the minimum impact on PTA members.

Mr Whitcombe posed three question's : How many licence holders ishould there be in a company ? Who gets a licence as of right under the " grandfather " philosophy ? And should the licence be revocable or not ?

Man Kevan, PTA training officer, said the council had interpreted the "one per undertaking" suggested by the EEC as meaning one per firm in the PTA. But under Section 65 of the Transport At another interpretation, one per 0-licence, was possible. The numbers of people concerned could vary from 100,000 if one per firm to over 200,000 if one per operating centre.

Many different views Were expressed. It was agreed the TML should be revocable, and at the end of the debate when a vote was taken 83 voted for one TML per undertaking, 37 one per 04i4ence, and 38, one per operating centre. Clearly, the debate rnuet continue.
