Which of the following most accurately describes the problem?

into a traffic census or other check point, is he obliged to do so or can he ask to be allowed to proceed?

The Road Traffic Act 1974 by virtue of Section 6 added a new Section 22A to the Road Traffic Act 1972 under which a traffic direction given by a policeman to a driver on behalf of a traffic census must be complied with. This does not imply that the driver has to supply the information requested for the purpose of the traffic survey. If security is your worry, a request from the driver to the policeman issuing the direction might be sympathetically received.
