Which of the following most accurately describes the problem?

Over at Eastbourne, one of several enterprising conference features was the joint sponsorship by FTA and Fodens of a pair of trucks — 38-ton and 32-ton — side by side for a "Which twin has the Toni ? " contest. The idea was to ask Transport Minister John Gilbert whether he could tell the difference. In the event, he only had time for a quick look, because, I am told, the train he had intended to take from London to the conference had been cancelled, and he was in rather a hurry.

Still, the effort was far from wasted. An elderly lady confronted by these two large artics in the quiet road behind the conference hotel asked to see the drivers. Fearing that she was the mild spearhead of an environmentalist assault, the drivers nevertheless stepped forward — and were astonished to be praised for their skill in handling such vehicles and for the job which they and road transport were doing. She devoured details of the vehicles, inside and cut, remarked how marvellous it would be to drive one and was barely restrained from taking off round Eastbourne with 49ft of TIR outfit behind her !

Perhaps, as in other recent events, there is a silent majority of juggernaut hovers?
