Which of the following most accurately describes the problem?

LAST YEAR'S 30 per cent rises on Scottish Bus Group fares were accompanied by a 12.5 loss in passengers.

This is causing the Group to delay further fares increases until March when the next wage award should be made. Sir Patrick Thomas, chairman of the Group, said this at Fraserburgh last week. " It seems we have reached a position of considerable customer resistance and, if services are to be maintained, they will have to be paid for either by the passengers or the local ,authority—or a combination of the two."
