Which of the following most accurately describes the problem?

HIPOPE, the tail-lift maker, has added a new folding, sidedpallet to its range of Firmitainer roll-pallets. These are designed for use by retail shop distribution services and comprise a plywood pallet-base mounted on two fixed nylon wheels and two nylon castor wheels. Two tubular steel frameworks slot into sockets in the baseboard forming head and tailboards for the pallet. Rubber retaining straps contain goods by being stretched across the side openings.

The pallets will hold up to 8cwt of goods and are claimed to give savings of up to 40 per cent on labour costs. When being returned to the warehouse 13 dismantled Firmitainers can be stacked onto two assembled units.

The metal frame is finished in a hot-dip galvanizing process and the standard dimensions are 31.5in long, by 26.5in wide, by 59.5in overall height. The wheels provide for a ground clearance of 4.25in.
