Which of the following most accurately describes the problem?

• Scorpio International's plans to take over an existing operating centre from another United Parcels Group subsidiary, Atlas Express (CM, May 17) have been turned down by North Western Licensing Authority, Roy Hutchings on environmental grounds.

He has made it clear that his decision does not affect Atlas's ability to continue operating from the site under the authority of its existing licence.

Scorpio wanted a new national licence for 25 vehicles and 15 trailers based at Higher Walton, Preston, conditional on the surrender of the Atlas licence that authorises 10 vehicles and two trailers.

Of 66 representations against the application, Hutchings accepted only 17 as being within the vicinity of the operating centre.

In a written decision refusing the application, Hutchings said he had visited the area.

He is satisfied from the evidence of the representors and from his own observations that the passage of heavy vehicles over the access road in its present condition create adverse effects. However, when improvements to the road are complete, any further application may be reconsidered.
