Which of the following most accurately describes the problem?

STATING that the circumstances of the application were unique, inasmuch as a camp accommodating 1,100 workers was concerned, the chairman of the South Eastern Traffic Commissioners last week announced that Shergold and White, Ltd., Salisbury, would be allowed to run an express service between Bemerton Heath, Salisbury, via Paul's Dene to Porton experimental station.

The service would be for personnel working at the station. Applications to run feeder services from Bemerton Heath and Paul's Dene to the operators' main Salisbury-Porton route were refused. Objections were lodged by the British Transport Commission and Wilts and Dorset Motor Services, Ltd. The Ministry of Supply, owners of the station, supported the applicants.

The chairman said that local stagecarriage operators had to be protected and the partial grant of the application must not be taken as a precedent. The public were entitled to say that public transport should move with the times.
