Which of the following most accurately describes the problem?

THE ROAD Haulage Association has said it believes the haulage industry will start to suffer bankruptcies and unemployment within the next three or four months unless transport unions agree to work with the tachograph.

RHA national vicechairman Ken Rogers told a meeting of members in Teesside recently "I appeal to both employers and employees to get together and reach agreement on the fitting of tachographs before other events overtake us."

Mr Rogers warned that the EEC Commission was determined that Britain would comply with tachograph regulations.

He added: "It would be wrong to under-estimate the opposition of the trade unions to the fitting of tachographs.

"There must be a solution to this problem, otherwise we shall be faced with a situation where there will be no mn — in fact we will all be I and who benefits then?"

Mr Rogers told CM 1.. lieved many of the unions' rank and file accept tachographs if t] strument was fitted. It w to the men to persuade union leaders, if that was they wanted, to allow ti troduction of the tacho.

He said he hoped to pi. point over to employer employees alike over 01 few months.

"If drivers refuse to with tachos they are bou lose out sooner or later, flings will fall because drivers will not be able beyond the 450km (281 t daily limit."

Mr Rogers said a nu of meetings between Association and trade u had been initiated by the to discuss, among things, the question o. tacho. 3ut you've only got to ition the word and the >ns won't talk about it".
