End of Life Vehicles (ELV) Regulations

The EC ELY Directive was introduced in the UK as the ELV Regulations 2003 and 2005. Their aim was to reduce the amount of waste when vehicles are scrapped. They included environmental standards for vehicle treatment sites and required that owners must be able to dispose of their vehicles free of charge from 2007 with manufacturers paying all or a significant part of the take-back from this date.

The regulations set targets for reuse, recycling and recovery and restrict the use of hazardous substances in new vehicles and parts. The 2003 regulations specified most of the requirements of the Directive, including the improved standards for vehicle treatment sites, technical standards applying to new vehicles and the establishment of a Certificate of Destruction (COD) system. The 2005 regulations required manufacturers to establish networks of sites where the final owners of their vehicles can take them for recycling treatment This service was required to be free from January 2007, as long as the vehicle was largely complete and had not had waste added.
