Which of the following most accurately describes the problem?

• • Unregistered vehicles or vehicles not registered for a long time after manufacture must now, when used on roads, comply with the requirements which would have applied had they been registered at the time of manufacture.

The Minister of Transport has now made the necessary amendments to the Construction and Use Regulations.

Vehicles affected include those supplied to the armed forces, those used in the motor industry under trade plates on a long-term basis, those used other than on public roads before registration and imported second-hand vehicles, The regulations have used date of 7egistration to indicate approximately when a vehicle was constructed. Consequently vehicles have sometimes escaped appropriate requirements and sometimes attracted inappropriate ones. The amendments, which come into effect on February 1, simply remedy this situation.
