Which of the following most accurately describes the problem?

• A new express parcels service which began in .London's East End on January 1 has doubled its output in the first four weeks of operation. Speedy Delivery Services Ltd. began operations with two 1-ton Ford Transits and this week a further two vehicles were put into service. The managing director, Mr. W. Strath, who was formerly traffic manager of Cubitt Town Transport, told CM this week that by December he hopes to have 12 Transits on a London and Home Counties service.

The original intention of the company was to confine the service to London docks, wharfs, airports and railhead on a collection and delivery basis but already it is meeting a demand from manufacturers as far north as Birmingham to make deliveries to customers' stores and warehouses. "I have known for years that there was an immense potential in this field," said Mr. Strad), "but only now that light vehicles have been released from carriers' licensing are we able to exploit this potential." Mr. Strath is joined on the board by Mr. A. T. Paine, managing director of Thomas Paine Ltd. and Mr. F. W. Abdee, Thomas Paine's secretary.
