Which of the following most accurately describes the problem?

AN application by a Farcet Fen haulage contractor for a Contract A to B licence switch in respect of five of his lorries was refused by the Eastern Licensing Authority at Wisbech last week. Mr. Ralph Lewis, managing director of R. and H. Lewis Ltd., of Farcet Fen, near Peterborough, was told that he should have produced witnesses to support his application and to state that they were not taking out further contracts.

The hearing began at Peterborough last October when Mr. Lewis wanted to amend it to cover another lorry, and sought a licence for a replacement vehicle should his others be off the road.

Mr. Lewis produced letters from three firms dealing with agricultural produce to support him. He said the application was to make the fleet more flexible and it would save hold-ups to customers in the event of breakdowns if he could supply an alternative vehicle. British Road Services and British Railways were objectors.

The Authority, Mr. W. P. S. Ormond. said there was no evidence of need for a replacement vehicle and the amount of work done did not warrant full licences for the fleet.
