Which of the following most accurately describes the problem?

THE ROAD Transport Industry Training Board levy remains at 0.8 per cent of hauliers' wage bills, following a Board meeting on December 13.

Individual point values for 1982/83 have been increased, with the haulage rate now £3.52 (ex-£1.22) and furniture removals now £5.72 (ex-£1.48). The RTITB has also taken pity on group training associations, whose financial problems were highlighted earlier this year by the Road Haulage Association (CM, June 11). Up to £700,000 will be available from February 1 to July 31 next year, with discretionary grants being available with GTAs facing particular problems.

For the haulage sector, 20 per cent of the full year's grant pool will be allocated to the GTAs. This amounts to about £500,000.
