Which of the following most accurately describes the problem?

THE ETA has decided that hauliers are not such bad chaps after all. It is positively indulgent towards the latest RHA conditions of carriage, although the cartoons that accompany its admirable guide to them might suggest the contrary.

There is no damning with faint praise in the ETA's comment: "The RHA conditions, although restrictive of the customer's interest, are not unduly so in many aspects. They have been developed progressively through 1961,1967 and 1971 variants and have the one great merit of being widely known and used in the haulage industry. . . Subject to amendment in a few places, the 1982 conditions probably offer more benefits to a customer than previous editions."

wonder whether the conditions of sale imposed by all ETA members on their customers are as reasonable?
