Which of the following most accurately describes the problem?

seriousness of an attack on a truck driver that led to the biggest single theft of goods since its anti-freight-crime team, Operation Indicate, was launched.

The incident, on 21 August, left a Polish truck driver in hospital after he was beaten up by thieves who made off with £15m worth of DVDs.

Police sources saythat despite the serious nature of the offence, police officers investigating the attack passed a hand-over' note to officers in charge of the West Midlands criminal intelligence branch saying there had been "no serious incidents of note inthe past 24 hours".

A spokeswoman for the West Midlands Police reports that CID was told about the event at 10am that morning; she stresses the case is being treated seriously.

However, an RHA spokeswoman does not believe the force is sufficiently committed to tackling truck crime: `The fact they have scaled Operation indicate right down shows they are not treating truck crime with the importance that it should be given."
