Which of the following most accurately describes the problem?

Much of the new legislation on environmental issues comes from the European Union. which emphasises that the disposal of waste is increasingly subject to international regulation.

And international hauliers are under similar pressures to their domestic colleagues to play their part in the proper disposal of waste. Last October a judge in the Irish Republic threatened to impose driving bans on hauliers carrying waste to illegal dumps. just as UK courts now have the power to do.

Judge Flann Brennan made the threat in Carrickmacross County Court in Monaghan; where he was hearing a case involving the illegal dumping of builder's waste. Irish Road Haulage Association spokesman Jimmy Quinn supported him: "The people who are taking these shortcuts are embarrassing people doing the job properly," he said.
