Which of the following most accurately describes the problem?

an action plan to revive the Black Country's fortunes because it falls to identify how the region's roads should be improved.

The Black Country Chamber of Commerce (BCCC) describes the region as "easy to get to but a nightmare to get through".

It says detailed measures to tackle the problem should be included in the government-backed Black Country Study, designed to stop people leaving the area by improving its economy and environment.

The study has been drawn up by local authorities and various public and private-sector bodies including the BCCC. Consultation about the initial draft ended on 23 August.

Chris Burton, spokesman for the BCCC, says the worst congestion black spots include Junction 1 of the M5 and Junctions 9 and 10 of the MG, as well as roads around the Merry Hill shopping complex near Dudley.

"Everyone knows the top traffic bottlenecks in the area," he adds. We would like some commitment at this initial stage of the study to take cognisance of the fact that these problems exist and will get worse unless there is a commitment to address them."
